Quarantine protocol for Cebu lockdown will start 28.03.2020
WHEREAS, the World Health Organization (WHO) has already characterized the Corona Virus Disease 2019 (COVID-19) as a pandemic;
WHEREAS, on March 08, 2020, President Rodrigo Roa Duterte issued Presidential
Proclamation No. 922, which placed the Philippines under a State of Public Health Emergency;
WHEREAS, on March 16, 2020, President Rodrigo R. Duterte, recognizing that the Corona Virus Disease 2019 (COVID-19) public health event constitutes a threat to national
security, declared @ State of Calamity throughout the Philippines through Proclamation No.929;
WHEREAS, the Department of Health (DOH) has already reported a total of 636 confirmed cases and 38 deaths due to the COVID-19 in the country as of March 25, 2020;
WHEREAS, there are at least seven (7) presumptive positive cases of the COVID-19 for confirmation in the City of Cebu;
WHEREAS, there is a need to intensify measures to mitigate and prevent the spread of COVID-19 in the City of Cebu;
NOW, THEREFORE, I, EDGARDO C. LABELLA, City Mayor of the City of Cebu, by virtue of the powers vested in me by law, do hereby order:
SECTION 1, DECLARATION OF ENHANCED COMMUNITY QUARANTINE. The City of Cebu is hereby placed under a State of Enhanced Community Quarantine (ECQ)
effective 12:00 noon of March 28, 2020 until 12:00 noon of April 28, 2020 of unless sooner lifted or withdrawn,
In reference to Resolution No. 12. 2020 issued by Inter-Agency Task Force for the Management of Emerging Infectious Disease, a STATE OF ENHANCED COMMUNITY QUARANTINE (ECQ) is 2 state where strict home quarantine shall be Implemented in all households; transportation shall be suspended; provision for food and essential health services shall be regulated; and heightened presence of uniformed personnel to enforce quarantine procedures will be implemented
SECTION 2. POLICY AND GUIDELINES OF ENHANCED COMMUNITY
QUARANTINE. Pursuant to the declaration of a State of Enhanced Community Quarantine in the City of Cebu, all residents of Cebu City are ordered and directed to obey, follow and abide strictly to the following policies and guidelines:
A. MANDATORY STAY AT HOME ORDER. Aprons the City of Cebu during effectivity of the ECQ shall stay at home and movement outside their home shall be allowed only for purposes processing basic recesses. Provided, that only one member of the household is allowed to go out for his purpose
The Stay at Home Order shall not apply to the following
1. Medical practitioners, officers, hospital staff, nurses and health volunteers for the purpose of rendering medical assistance and/or service;
2. Emergency personnel;
3. Al authorized national and local government officials and employees;
4. Drivers and personnel of delivery vehicles of all types of cargoes;
5. Construction workers duly authorized by the City Government;
6. Accredited media personnel;
7. Farmers, fishermen and agribusiness personnel;
8. Persons who seek medical attention or who are already admitted in any medical facility, provided that only one companion shall be allowed;
9. Employees of exempt establishments as provided under Section 2. C hereof; and
10. Such other persons as may be authorized by the Mayor or his duly
The Armed Forces of the Philippines, Philippine National Police, and other law
enforcement agencies are directed to ensure compliance.
B. NON-DISRUPTION OF GOVERNMENT WORK.
Government offices providing basic services shall continue to operate provided that they adopt alternative work arrangements pursuant to Chil Service Commission Memorandum Circular No. 07, Series of 2020.
Government offices are hereby directed to issue accreditation orders to identify their skeletal work forces for critical services operating during the duration of the Enhanced Community Quarantine. Bona fide identification cards issued by their respective agencies sha be sufficient for movement around the contained area inti such time that such accreditation orders shall have been issued by the agency
C. CLOSURE OF BUSINESSES.
1. All business establishments shall be closed for the duration of the Enhanced
Community Quarantine, except the following:
TWENTY-FOUR HOUR OPERATIONS
1, Hospitals, medical clinics and laboratories;
2. Pharmacies and drug stores;
3, Gasoline stations;
4, Cargo handlers, forwarders, shipping lines, truckers, container yards;
5. Water, electricity,
6. Funeral Pariors;
7. Establishments manufacturing medical supplies and its materials and/or components; and
8. Establishments rendering delivery services, whether in-house or Outsourced, transporting food, medicine and other basic necessities.Cable and telecommunication companies;
LIMITED OPERATING HOURS (UNTIL 8:00 PM IN THE EVENING)
9. Food establishments, provided that there shall be no dine-in customers and
only take out orders or delivery services are allowed;
10. Food manufacturers and suppliers;
11,Public markets, supermarkets, groceries, bakeshops, and convenience stores;
12, Water-refiling stations;
13. Veterinary clinics;
14. Animal feed suppliers;
15. Banks and money transfers;
16. Hardware stores;
17. Delivery and coutier services;
18. Dealers or suppliers of agricultural products, LPG and other petroleum
products, medical supplies and veterinary supplies;
19. Laundry services; and
The management of the foregoing exempted establishments shall adopt a strict skeletal workforce, implement social distancing measures, provide adequate transportation to their employees.
Further, these establishments are directed to conduct temperature check prior to allowing customers and patrons inside their premises. Provided further, that these establishments must require their employees to wear masks and proper equipment, when necessary, provide alcohol and/or sanitizers and keep hand washing stations within their premises. Provided finally that these establishments direct their employees to immediately proceed to their respective homes after ending their shift.
The City Mayor reserves the right to authorize other establishments to operate as he may deem fit and necessary.
II. No hotels or similar establishments shall be allowed to operate, except those accommodating:
1. Guests who have existing booking accommodation as of March 26, 2020; provided, no new booking shall be accommodated; and
2. Guests who have existing long-term leases,
III. All Business Process Outsourcing (BPOs) and Knowledge Process Outsourcing (KPOs) and export-oriented industries may remain operational, provided they implement Business Contingency Measures pursuant to Executive Order No. 062, 5. 2020.
J. SUSPENSION OF ALL OPERATIONS OF LAND VEHICLES.
The operation of all land vehicles winether puble or private plying within the terrtoial Jurisdiction of City of Cebu shall be temporarily suspended, except:
1. Private vehicles and motorcycles which are allowed to ply within Cebu City for the purpose of securing food, basic commodities and medicine;
2. Emergency vehicles;
3. Delivery trucks carrying basic commodities and essential goods;
4. Delivery trucks carying construction materials and its equipment;
5. AAFP and PNP vehicles;
6. Autharzed government vehicles;
7. Buses authorized by the City Government; and
8. All other vehicles duly authorized by the City Mayor or his duly authorized representative.
The City Government shall undertake providing transportation for frontiers, health and medical workers, workers in exempt establishments in the City of, Cebu from 5:00 in the morning until 8:00 in the evening daily.
K. RESTRICTION OF LAND AND SEA TRAVEL,
Travel or transit in the City is prohibited, except the following:
1. Authorized government officials and employees,
2. Health and emergency workers;
3. Law enforcement personnel, including the police, military and force
4. Individuals duly authorized to conduct humanitarian and relief operations;
5. Persons working in the above mentioned exempted establishments;
6. Media personnel with duly issued press/company identification card;
7. Workers attending to installation, construction indoor repair of public utilities and/or road construction;
8. Transiting outbound passengers;
9. Trucks and vehicles transporting all types of cargoes;
10. Delivery services, whether in-house or outsourced, transporting food, medicine and other basic necessities; and
11. Vehicles authorized by the City Mayor or his duly authorized representative.
L. BORDER CONTROL.
During the Enhanced Community Quarantine, strict monitoring of the borders of Cebu City shall be implemented and to this end, the following shall be observed:
1. No person is allowed to enter or exit the City of Cebu, except the following:
i. Medical services:
a) All Department of Health officials and their complement;
b) All health and service personnel stationed at the local government unit health facilities;
c) All Philippine Red Cross vehicles bearing the Red Cross logo and
staff with Red Cross IDs;
d) Core staff from the World Health Organization and its regional
e) Doctors and their drivers
f) Hospital staff and employees including janitorial services;
g) Medical professionals and other employees;
h) Private care givers.
II. Emergency responders from any of the following:
a) Bureau of Fire Protection;
b) Disaster Risk Reduction and Management Office;
c) Department of Social Welfare and Development;
d) Barangay Health Emergency Response Team (BHERTS); and
e) Local Government Officials;
III. Security Service Personnel:
a) Philippine National Police;
b) Armed Forces of the Philippines;
c) Philippine Coast Guard ~ Cebu Station;
d) Bureau of Jail Management and Penology;
i) National Bureau of Investigation;
f) Bureau of Quarantine;
g) Bureau of Customs;
h) Philippine Ports Authority;
i) Cebu Ports Authority,
j). Cebu City Transportation Office;
k) Bantay Dagat enforcers;
l). Company security officers and security guards;
m) Force multipliers (barangay officals and tanods)
a) Bank executives and key officials;
b) Bank employees;
c) ATM Service Provider Crew;
d) Armored vehicle crew;
V. Money transfer services:
VI. Supermarkets/Groceries/Convenience Stores:
a) Key Officials
VII. Public Markets:
VIII. Pharmacies / Drugstores:
a) Pharmacies and employees
IX. Food chain/Restaurants/Carinderia engaged in delivery and take-
a) Staff and crew
X. Public Utilities:
a) Key officials and employees
a) Industrial, residential, hospital and toxic garbage/waste
collectors and drivers
XII. Delivery personnel of cargoes - with or without load (2 including the driver)
XIII. Employees working at the manufacturing establishments engaged in the production and distribution of food, essential and hygiene products, medicines and vitamins, medical products such as PES, masks gloves and others;
XIV. Logistics/Warehouse establishment employees;
XV. Authorized Officials and employees of BPOs, KPOs and Export
Oriented Business Personnel,
XVI. Heads of mission or their designated foreign mission
representatives, including limited foreign mission personnel and
staff may be exempted from the strict home quarantine requirement
whenever performing diplomatic functions, subject to such
‘appropriate guidelines issued by the Department of Foreign Affairs.
Provided, that protocols on the establishment of skeletal workforces
shall be observed;
XVII. Other Authorized Persons:
a) Officials of the national government and/or their duly authorized
b) Ombudsman and Deputy Ombudsman;
c) Justices of Supreme Court, Court of Appeals;
d) Judges of the Regional, Metropolitan, City and Municipal Trial
‘Courts and Prosecutors;
e) Provincial Governor, Provincial Vice Governor, Provincial Board
Members, officials and employees assigned in the Provincial
f) Local government officials;
g) Media personalities;
h) Such other persons determined by the City Mayor or his duly authorized representative to enter and exit Cebu City.
2. No vehicle is allowed to enter or exit the City of Cebu during the period of Enhanced Community Quarantine, except the following:
a. Those vehicles carrying person/s allowed to enter and exit Cebu City;
b. Those vehicles carrying essential goods and basic
c. Emergency vehicles such ambulances, fire trucks and the
d. Vehicles of the Armed Forces ofthe Philippines and Philippine National Police;
e. Those vehicles determined by the City Mayor or his duly
authorized representative to enter and exit Cebu City.
M. BORDER CHECKPOINT AND OPERATIONS.
To establish border control under the declaration of Enhanced Community Quarantine, a checkpoint shall be installed in every border exit and entry in Cebu City which shall be composed of the following-- Armed Forces of the Philippines, Philippine National Police, Cebu City Transportation Office, Disaster Risk Reduction Management Office, and Barangay.
The installed checkpoints shall operate twenty-four hours a day during the period of the ECQ. All personnel deployed in the installed checkpoints shall wear their prescribed uniform and identification.
N. SHARING OF UNVERIFIED INFORMATION.
Sharing of unconfirmed reports is strictly prohibited. Only valid and verified information from the proper authorities shall be allowed to be published and shared. Appropriate legal action shall be imposed upon violators hereof,
O. ENFORCEMENT OF COMPLIANCE FOR BUSINESSES.
The Philippine National Police with the cooperation of the Business Permit Licensing Office (8PLO) and the Prevention, Restoration, Order, Beautification, Enhancement (PROBE) Team are hereby directed to implement the full extent of this Order and in consequence thereto, revoke the Business Permit of the establishment
and file appropriate legal action,
P. BARANGAY PARTICIPATION.
Barangays through the active involvement of the Barangay Captains, Officials, Tanods and other force multipliers are likewise mandated to implement this Order in their respective jurisdiction and in coordination with law enforcement agencies,
Non-compliant barangay officials shall be filed appropriate administrative
and/or criminal cases as provided under relevant laws and issuances. The City
Attorney is directed to monitor compliance of the Barangays.
SECTION 3. INCORPORATION CLAUSE.
All laws, legal orders, rules and regulations that have been issued and/or Will be issued by the duly constituted authorities of the Republic of the Philippines, particularly the Inter-Agency Task Force for the Management of Emerging Infectious Disease, pertaining to public health and COVID-19 are hereby incorporated here?
and made integral parts hereof. In case of conflict, such laws, legal orders, rules and
regulations shall take precedence over the provisions of this Executive Order.
SECTION 4, SEPARABILITY CLAUSE.
Should any provision of this Executive Order
be declared by a court of competent jurisdiction as invalid or unconstitutional, the remaining
provisions not otherwise adversely affected thereby shall remain in full force and effect.
SECTION 5. REPEALING CLAUSE.
Any and all executive orders, issuance, rules and regulations, memoranda of the City of Cebu or any part thereof which are inconsistent with the provisions of this Executive Order are hereby repealed, amended or modified accordingly.
SECTION 6. EFFECTIVITY.
This Executive Order shall take effect immediately upon sighing hereof and shall remain effective until revoked.
