Quarantine rules update and Full lockdown in Cebu

WHEREAS, on March 8, 2020, President Rodrigo Roa Duterte issued
Presidential Proclamation No. 922, which placed the Philippines under a State of Public Health Emergency;

WHEREAS, on March 10, 2020, the World Health Organization declared the
Coronavirus Disease 2019 (COVID-19) health event as a pandemic;

WHEREAS, the Philippines, by virtue of Presidential Proclamation No.929,
Series of 2020, is placed in a State of Calamity for a period of six months due to the alarming rise of COVID-19 cases in the country;

WHEREAS, as of March 24, 2020, there are already 558 confirmed cases of COVID-19 deaths with 35 fatalities in the Philippines;

WHEREAS, on March 25, 2020, there are now nine (9) presumed positive cases within the Cebu;

WHEREAS, the Department of Interior and Local Government has issued Memorandum Circular No. 2020-062 dated 21 March 2020 entitled “Suppletory LGU Guidelines on the Implementation of Enhanced Community Quarantine in Luzon, And State of Public Health Emergency in Other Parts of the Country Due to the COVID-19 Threat”;

WHEREAS, Section 3 of Republic Act 11332, entitled "MANDATORY
REPORTING OF NOTIFIABLE DISEASES AND HEALTH EVENTS OF PUBLIC HEALTH CONCERN ACT," expressly empowers the public health authorities to declare quarantine, isolation, and rapid containment measures for disease prevention and control;

WHEREAS, Republic Act (‘RA’) No. 7160, otherwise known as the “LOCAL GOVERNMENT CODE OF 1991," states that provinces shall exercise powers necessary, appropriate, or incidental for its efficient and effective governance and those which are essential to the promotion of general welfare, health, and safety, including the provisions of services to control communicable diseases;

WHEREAS, under Section 465 paragraph (bj(1)(vii) of the same code, the Provincial Governor shall carry out such emergency measures as may be necessary during and in the aftermath of man-made and natural disasters and calamities;

WHEREAS, there is an urgent need to put the entire Province of Cebu under a state of enhanced community quarantine to allow more stringent measures to be implemented in order to prevent the further spread of the COVID-19;

by the virtue of the powers and authority vested in me by law, do hereby declare the entire Province of Cebu under a state of ENHANCED COMMUNITY QUARANTINE.

Pursuant thereto, the following shall be observed:

a. Effective 12:01 AM of MARCH 27, 2020, the entry of all persons arriving on international flights in the Province of Cebu shall be prohibited.

b. Outbound passengers are still allowed to leave the Province of Cebu.

c. There shall be no restriction on the movement of any and all cargo on any and all airports and seaports within the Province of Cebu during the period of the enhanced community quarantine. Basic and essential goods and other necessities shall be given priority over other goods.

The Philippine National Police, Armed Forces of the Philippines, and
other security forces of the Philippine Government assigned in the
Province shall assist in the implementation of this Order.

Further protocols and guidelines shall follow.
