IMPORTANT UPDATE for Curfew by COVID-19 in Cebu

Important Update! Rules for Curfew in Cebu by #CoronaVirus #COVID19 situation

ADDITIONAL MITIGATION MEASURES TO BE IMPLEMENTED BY LOCAL CHIEF EXECUTIVES OF MUNICIPALITIES AND COMPONENT CITIES OF THE PROVINCE OF CEBU.
WHEREAS, on March 8, 2020, President Rodrigo R. Duterte issued Presidential Proclamation No. 922 declaring a state of public health emergency throughout the Philippines;
WHEREAS, on March 12, 2020, the Inter-Agency Task Force for the Management of Emergency Infectious Diseases comprised of the DOH, DFA, DILG, DOJ, DOT, DOTr, and DICT issued Resolution No. 11 approving protocols to be observed relative to the Coronavirus Disease (COV1D-19) outbreak that include the suspension of land, domestic air, domestic sea travel to and from Metro Manila effective midnight of March 15, 2020;
WHEREAS, there is a necessity to support efforts of Metro Manila in order to further suppress the spread of the COVID-19;
WHEREAS, in light of the COVID-19 health crisis, I issued Executive Order No. 5-G, Series of 2020, streamlining the guidelines to be followed by local chief executives of Municipalities and Component Cities of the Province of Cebu;
WHEREAS, on March 18, 2020, the first case of the COVID-19 in Cebu was confirmed and reported by the Department of Health;
WHEREAS, the World Health Organization has considered and declared the COVID-19 health event a pandemic;
WHEREAS, there is a need to implement additional mitigation measures in order to limit the social interaction of the people of Cebu;
NOW, THEREFORE, I, GWENDOLYN F. GARCIA, Governor of the Province of Cebu, by virtue of the powers and authority vested in me by law, and congruent with Executive Order No. 5-G, Scries of 2020, do hereby order:
I. Social Distancing
a.    Strict social distancing and proper hygiene shall be observed in all terminals and public transport vehicles.
b.    Strict social distancing of at least one (1) meter and proper hygiene shall be observed in all restaurants, carcnderias, and other establishments at all times.
c.    Drivers and passengers taking a public or private transport vehicle shall observe a one (1) seat apart rule.
d.    No persons shall be allowed to back ride behind motorcycle drivers.
e.    Buses, jeepneys, and other public transport vehicles shall be stopped at designated checkpoints for checking with their compliance with social distancing.
f.    The Philippine National Police (PNP), the Land Transportation Office, and the Land Transportation Franchising and Regulatory Board shall assist in the implementation of this order.
II. Curfew (Students and persons 65 and over)
There shall be a twenty (24) hour Province-wide curfew for pre-school, daycare, elementary, college, and unemployed post-graduate students and persons aged sixty-five (65) years old and above, until revoked. To this end, the following shall be observed:
a.    All students and persons aged sixty-five (65) years old and above are directed to stay at home at all times.
b.    Parents of students arc enjoined to ensure that their children stay home.
c.    Persons aged sixty-five (65) years old and above with a pre-existing medical condition that necessitates them to go to a medical facility for treatment shall be exempted from the twenty-four (24) hour curfew during his or her visit to said facility. A certificate from the Local Chief Executive of the LGU having Jurisdiction over his or her residence must be secured.
It shall be the duty of the Local Chief Executive to require the person claiming for exemption to submit a medical certificate and other relevant documents, if any, relative to his or her pre-existing medical condition.
Public and private health workers, hospital workers and administrative staff, medical professionals, volunteers of emergency response units, public officials and employees of the Government shall be exempted.
Other exemptions shall be subject to the approval of the Provincial Governor.
d.    Persons travelling across the Province of Cebu arc required to bring their identification cards at all times.
c. The Province-wide twenty-four (24) hour curfew shall take effect on MARCH 22, 2020 at 3:00PM.
m. Closure and Stoppage
a. At 12:01AM of MARCH 24, 2020, all pubs, bars, internet cafes, video gaming arcades, gambling facilities, barbershops, hair salons, tattoo or piercing parlors, aesthetic centers, and related personal care services are hereby ordered closed. This shall also include all home services by manicurists, masseuses, cosmetologists, estheticians, and other like services where strict social distancing cannot be followed.
b.    All sports and other activities held in city, municipal, or barangay covered courts are prohibited.
c.    All beach outings, excursions, and other activities of similar nature are prohibited.
d.    All activities at the barangay level such as pageants, bingos, discos, and any other activity participated by ten (10) or more persons are hereby prohibited. The Barangay Captain is enjoined to enforce such prohibition. Otherwise, the Barangay Captain will be liable for any violation.
IV.    Workforce
Effective 12:01AM of MARCH 24, 2020, all businesses, business process outsourcing, and non-profit entities operating within the Province of Cebu shall utilize, to the maximum extent possible, any telecommuting or work from home procedures. Each employer shall reduce the in-person workforce reporting at any of its work locations, branches, or offices by 50%.
Any essential businesses or entities providing essential services or functions shall not be subject to the in-person restrictions. This includes the following:
a.    Health care operations;
b.    Infrastructure including utilities, telecommunication, airports, transportation infrastructure;
c.    Manufacturing, including food processing and pharmaceuticals;
d.    Grocery stores and pharmacies;
e.    Trash collection, mail, and shipping services;
f.    News media;
g.    Banks and related financial institutions;
h.    Construction and related services;
i.    Services nccessaiy to maintain the safety, sanitation, and essential operations of residences;
j.    Logistics and technology support, child care and services needed to ensure the continuing operation of government agencies and provide for the health, safety and welfare of the public;
Other businesses may be exempted from this provision as determined and approved by the Provincial Government.
V.    Local Chief Executives (LCE)
All LCEs arc enjoined to issue their own executive orders adopting the provisions of this Executive Order to be further supported by a Sangguniang Panglungsod or Sangguniang Bayan ordinance.
The PNP and the Armed Forces of the Philippines shall assist in the implementation of this Executive Order and apprehension of any violator thereto.
All other provisions contained in this executive order without an effectivity clause shall be effective immediately.
