Councilor: Lapu-Lapu loses P3.2 million to temporary worker

Lapu-Lapu City Councilor Jeannify Tan-Dungog yesterday hammered Mayor Paz Radaza for a supposed peculiarity including the alleged support of the city's street grader for which the city lost P3.2 million. 

In a favored discourse amid the City Council's session yesterday, Dungog said that in March 2015, the city, under City Disaster Risk Reduction and Management Council's Resolution No. 2015-01, endorsed P4 million for the "Fix and Maintenance of a Grader." 

That equivalent year, the city inked an agreement with Talisay City-based SSVF-ADD for the "General Rehabilitation of one LG2H Model Mitsubishi Road Grader" at an agreement cost of P3.599 million. 

90% of the agreement cost or P3,239,100 was then discharged to the temporary worker, however it was discovered that the grader was never fixed. 

This was affirmed by the Commission on Audit and the City Planning Engineer 

Dungog said Radaza admitted to COA that she discharged the sum to the temporary worker as she seemed to be "tricked to trust" that there was 90 percent achievement on the fix and upkeep. 

"She possibly depended on the records submitted when she approved the installment," Dungog stated, alluding to Radaza and the Inspection and Acceptance Report, and the Accomplishment report the city hall leader got.

The city likewise did not give the temporary worker's demand to discount the cash on an amazed premise, requesting that the contractual worker forks over the required funds. 

Beluan said that even before COA called the city's consideration, Radaza requested the city building office to keep an eye on the grader. 

"Gi-orderan niya ang building nga tan-awa ni, I-check ni ang grader, nya hatagi ko og fulfillment report kung unsa… unya nigawas nga murag one percent raman siguro to ang resulta (She requested designing to mind the grader and to give her a consummation report. Beluan said they have just recorded an intrigue with COA and clarified that, "to the extent the city hall leader is concerned, naa ang examination report. Dili niya obligasyon nga mutan-aw gyud didto (As far as the civic chairman is worried, there was a review report. It was not her commitment to take a gander at the grader herself)." 

Dungog said it is "bewildering" to realize that since its buy in April 1979, to the extent the city's records are concerned, the street grader never experienced fix.
