Gov OK with bringing down risk age however: National government must help fabricate focuses

Cebu Gov. Hilario Davide III said he is available to bringing down the base period of criminal risk from 15 to 12, yet included the national government must help some nearby government units construct their habitats for youngsters in strife with the law (CICL).
